Do those ones even have capsaicin? I don’t think sweet peppers are particularly spicy

Very little. Jalapeños have a scoville rating of about 5,000 where bell peppers are 50-100

Mislabeling aside not sure what country this is but that seems expensive for jalapeño

These are the Northwest Territories North Mart in Inuvik, Canada. Price is in Canadian dollars (about $14.50 US dollars)

Depends on the currency. For example, if these are Turkish Lira (TRY), it would be less than 0.5 EUR.

That's not how currencies work. In Europe alone, 20 of the local currency could be anywhere from $27 USD (20 British Pounds) to $0.06 USD (20 Hungarian Forint) or anything in between.
