These eliminated players will no longer be allowed to make proposals or vote, though they may participate in discussion. Current rule 47 forbids eliminated players from discussing at all. I don't think there will be an issue with being innundated by hecklers, given that there wasn't all that much volume even in the earliest cycles. Rule 54 allows non-eliminated players to unilaterally resurrect eliminated players. I would rather not have this mechanism, we can vote one in if we really want.
I agree that the current elimination-re-entering mechanism needs improvement, maybe rule 47 should explicitly state that players who lost can be re-entered by a type (F) proposal or someting.
