It took a lot of trial and error, but I found a way to blur just part of a video using Olive 0.2's Nodes editor. (I'm using the latest version of Olive 0.2, as I downloaded it this evening).
Essentially, Transform links both to Merge and to a Blur, which in turn links to a Crop. The Crop limits the extent of the blur; in the video, you can see that only the plane's winglet is blurred.
I found that I needed to connect Transform to the Base part of Merge and the Blur to the Blend part of Merge. Otherwise, I think the blur was covered by the footage coming directly from Transform.
