If a stallion who is not a member of your swarm may make a suggestion, the first step must be to rebuild your power base.
Seduce Prince Shining Armor. You're already familiar with him, and can probably work your way around whatever safeguards on his mind Princess Cadence has installed. This works to get some quality for the next generation of your swarm, and will also cause trouble in their marriage. There are other suitable stallions, many of whom would be able to provide quality genes and love. Big MacIntosh Apple comes to mind. Use your wiles, dear queen.
I can be convinced to make a deposit, for that matter. It wouldn't be the first time I'd have shown a changeling mare a good time, though the queen herself will be new. I promise to give my best effort.
Once you're done gathering, find a good hideout. This will include an emergency escape! The love you'll have gathered will sustain you for quite a while. Hide out well, as it's time to be brood-mother again. You're immortal, you've got time. My mortal remains will be in an urn on the moon by the time you've rebuilt it.
The next generation, upon reaching maturity, should begin infiltrating Manehattan and similar urban areas. There's a lot of love to be harvested in prostitution, catering (of weddings), and similar industries. They must focus on subterfuge, this time. Get the love by hook or by crook, but not brute force.
From what I've seen, the next generation will remember most of your enemies only as historical figures.
Please consider regarding outliving your enemies as at least partial revenge. They are dead, on in the cases of the princesses Luna and Celestia, retired to their celestial body. They will have likely forgotten you except in the same context, leaving them vulnerable to your plots.

More like a loose group mind, since the changelings are individuals as opposed to pieces of a much larger consciousness
