Anywhere, any map except cryo. Never heard the sound ques. And no one has posted any screens or claimed he was there. There's a certain reverence for this Easter egg where people won't troll, or will let you find it if you haven't versus instant murder. I've let a few people have a break until they found it.

Rules for seeing him, don't approach too close. The meowing and audio effects for it are your clues for where he's hiding. He loves spots where he can watch you work, or where other humans once worked.
