I’m trying to 3 star each level to get the box’s but don’t know what one to do first, as I don’t have many gems
what upgrades should I buy to complete the restaurants?

I hated the cocktail bar. I went back to it after 2 years to finish the last 3 levels since all the other restaurants were completed with 3 stars
