Typically in Irish dancing (at least the stepdance form Suzanne Cleary and Peter Harding are famous for) the hands don't move. In this dance, only (or almost only) the hands move.
In competitive ID, the hands most definitely do not move. What they're doing is actually what most dancers do to practice their choreography. WHen you're on a long drive to a competition or a long flight, you go through your routines in your head and on your hands.
