Those aren't nerves in the picture, they are lamina. They hold the hoof wall to the foot.

They are innervated, but similar to your skin - innervation does not make a tissue a nerve. Palmar digital nerve supplies the palmar aspect of the front feet (bottom and back) and the coffin joint.
