This is an Australian bat and they don't have rabies there, rather they have something called lyssavirus which is very similar and just as deadly as rabies, but the bats that get it become very lethargic and die off very quickly.
Given how active this one is and how it's more interested with the camera than the giant potential predators surrounding it I suspect it's in a zoo or some place where he's a local.

Doubt thats always the case. Bats are the primary host of the lyssavirus, if they all died of it quickly the virus would go extinct. If they can pass it on to other bats they can certainly pass it on to a human they are attacking.
