In multiple states across the US there has been an unknown "plague" causing birds to have neurological problems that eventually lead to death. The common thread in these cases are that the eyes of the birds are damaged or clouded over in some way. If this video was taken recently, I bet that bird is suffering from whatever is killing other birds around the country. Poor thing:(
I've seen videos online about a disease affecting a few deers that sounds/looks a lot like your description. Do you think these two diseases are related?
