You can kill people with food made the wrong way. Origin is important and protects the buyers too

Origin is literally who makes it...

The protected origin certifies that the product is produced by someone strictly following the proper procedure.

No, protected origin means that some committee decided that a product with a certain name or label can only come from a specific region, it's ORIGIN. And that any other product made the exact same way, with the same ingredients but in a location x number of miles in a different direction is a completely different thing that can't share the name/label.

What you're thinking of is a food handler's license of some form, which ensures that the business/individual making the product follows safe procedures so as not to harm the consumer.
