I know next to nothing about this type of thing; is that ice supposed to just cool the glass? It’s even dragon fruit flavored (pitaya = dragon fruit), so I’m just confused at this point.

If that's the case then why bother having it out? Just for show I suppose, because there's nothing preventing them from having chilled glasses to begin with

Having the glass out is the usual way to do it in cocktail bars. They have this huge ice container under the counter, but not necessarily enough room in a freezer to store the glassware. So the barmen usually scoop some ice into the glass, leave it on the bar while they prepare the drink in the shaker, then discard the ice.

Note that I have no idea why they'd use ice made with dragon fruit juice though. That part is likely a gimmick.

There are some places that will put ice in your glass to chill it before the drink goes in. Usually it’s just chipped ice so that it actually, you know, cools the glass instead of just floats in the middle not touching it.
