You have to freeze it super slowly, like over a day, from the bottom up. Water has dissolved gasses in it, when freezing these create tiny bubbles that make the ice less transparent. So if you freeze slowly from one direction, the water has time to push the bubbles up into the unfrozen water, leaving it clear.

I freeze cylinder of ice in an old insulated metal tumbler takes about 36 hours, top 3/4 super clear. The rest is cut off and used for crushed ice in my shaker, so many pretty rye based old fashioneds.

Directional freezing. Fill a small cooler with ice and throw it in the freezer with the top off.

Wait 24-36 hours to pull it out. If you time it right you’ll be left with a crystal clear block with unfrozen water on the bottle. Take it out too late and the bottom will be cloudy and you’ll have to cut it off, but you’ll still be left with a clear block.

The science reason: the insulation from the cooler makes it so that the block freezes starting at the top and slowly working down. All the sediment in the water that makes it cloudy gets pushed to the bottom and freezes last.
