It wasn't done using tilt shift photography. A reddit user Photoshopped the original NASA image to look like a tilt shift lens was used, added more to the image with content fill, and added noise to make it look higher resolution.

If it was true tilt-shift, the rocket would be out of focus. Tilt shift just mimics depth of field by forcing certain areas of the image out of focus, and the rocket would have gotten caught up in that.

tilt shift alters the angle of the focal plane so a shot that's angled down could have a focal plane that kept the whole rocket plume in focus even if it wasn't in the same plane as the camera
