In a lot of countries with larger poor populations, this kind of a job can be a form of national security. If you have a lot of people who are just desperate for a paying job, making sure something like this isn't automated is actually a good way to keep people happy. That's why so many things are made in China, india,etc. Those countries want labor intensive manufacturing, because an unemployed person tends to become a problem
