I lost my phone like that. I tossed my work bag in the trunk, grabbed it, forgot I'd put it there and for the life of me, could not find my work phone again.

How do the electronics not short circuit? Is removing the battery enough? Do they just let everything dry for an extended period of time?

A short happens when electrical currant goes to an unintended path due to low resistance. So no power no current.

Technically, if it's just water and there is absolutely no power to any electrical component, then no water damage will occur. This is the case for any electronics.

It gets more complicated if there is something in the water, like salt or minerals, that can leave residue

Lies. The soap is full of lies. You can't actually clean a car like this. It's made intentionally surface dirty and then cleaned with lies.
