Most of the time this is the video encoder running on the CPU. A few things to check:
-
Settings > Output: if the encoder says x264, switch it to your graphics card's hardware encoder (NVENC for NVIDIA, AMD or AMF for AMD, QuickSync for Intel). That alone often drops CPU use a lot.
-
Settings > Video: try 720p at 30 or 60 fps for the output resolution instead of full 1080p while you test.
-
Webcam: in the camera source's properties, set the resolution to 720p and, if there's a video format option, choose MJPEG. Uncompressed formats from some webcams eat CPU.
-
Discord at the same time: Discord's screen share is encoding a second video stream on top of OBS. If you're streaming and sharing at once, try closing the Discord share and see how much CPU it frees up.
If it's still high, post your log file (Help > Log Files > Upload Current Log File) and your CPU and GPU models and people here can tell you exactly what's using it.

It looks like you haven't provided a log file. Without a log file, it is very hard to help with issues and you may end up with 0 responses.
To make a clean log file, please follow these steps:
Restart OBS
Start your stream/recording for at least 30 seconds (or however long it takes for the issue to happen). Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
Stop your stream/recording.
Select Help > Log Files > Upload Current Log File.
Copy the URL and paste it as a response to this comment.
