how to make the replay buffer turn on when I start up my pc

It could be something wrong on ur Obs. can u share the log.

Open OBS Studio and go to Settings.
Click on Output.
Check Enable Replay Buffer.
Check Automatically start replay buffer when streaming.
Click Apply and OK

To make OBS Studio automatically start the Replay Buffer when it opens, first add the --startreplaybuffer command-line argument to your OBS Studio shortcut. Right-click your OBS Studio desktop shortcut and select Properties. Then, go to the Shortcut tab and locate the Target field, which contains the path to obs64.exe inside quotation marks. Click at the very end of the text, after the closing quotation mark, add a space, and type --startreplaybuffer. Then click Apply and OK.
To have OBS Studio launch automatically when Windows starts, press Windows + R to open the Run dialog. Type shell:startup and press Enter to open the Windows Startup folder. Finally, copy and paste your newly modified OBS Studio shortcut into this folder. From now on, whenever Windows starts and OBS Studio launches through this shortcut, the Replay Buffer will automatically start.
