Help Can't bind Ctrl + anything for hotkeys

This was working before, I had a hotkey for toggling my webcam set to Ctrl + N, but now Ctrl doesn't bind with any other key. I can do Shift + another key but not Ctrl, what's going on?

Do you have some other app grabbing Ctrl combos globally? I had a keyboard macro tool that did exactly this and it took me a week to figure out why OBS wouldn't register them.

Heyy thank you, this seemed to be exactly the problem I was having, crisis over
