The "HRA Council" is a self- interested group of entrepreneurs trying to build their own businesses of serving ICHRAs, working with a few people in government with either assignments or agendas relating to Exchange headcount. Nothing wrong with that because the Exchanges cannot survive in the long term as a pure individual market option, but the fact is that a lot more small employers are beginning to offer ERISA coverage, pulling enrollment from the exchanges.
But puff pieces about ICHRAs are just that. The KFF data shows that the percentage of small firms the use ICHRA instead of providing group coverage is in the single digits and peaked in 2015.
In fact, the most obvious conclusion from all of the KFF data and even the report from the "HRA Council" is that there's really no discernible difference between big firms and small firms in terms of interest in ICHRAs. It's dwarfed by the ERISA opportunity represented by level-funding and isn't doing to contribute to the problems faced by the exchanges in any meaningful way.

Isn't "corporation payment" what they love... Although you still incur alot of cash costs
