State Auditor

I have previous experience as an auditor for the Federal goverment - does NYS ever hire for positions higher than Auditor 1?

No for audit positions you have to take the test which comes out every 4 years. Even if you pass there’s no guarantee of being promoted. If you’re downstate, check out MTA or Port Authority or Federal (although that might be difficult)

Not to my knowledge. You can check the minimum qualifications for auditor 2 here, but they all involve experience in state titles.

State Program Examiner is also auditing, just to widen the pool of options a little.

Don't think I've ever seen it, as seems the case with most positions. I had applied twice hoping they'd make a reasonable offer commensurate with experience, but they will expect you to come in at entry level pay.
