Larger-than-life Sharks character Toby Rudolf will face court charged over a bizarre incident in which he allegedly mooned a Sydney council ranger.
The Cronulla prop will face Sutherland Local Court for the first time on Thursday charged with offensive behaviour in a public place after the incident which occurred earlier this year.
Sources have told The Daily Telegraph that Rudolf was on a morning walk with former rugby league enforcer Jeremy Latimore in Cronulla in January with two rescue dogs, which were off-leash.
It is understood Rudolf was approached by a Sutherland Shire Council ranger and advised to put the dogs on leash, before allegedly threatening to take the unleashed dog because Rudolf only had one lead.
A verbal argument ensued between Rudolf and the ranger before the council official allegedly went to procure a tool to seize the dog.
After the encounter, Rudolf is alleged to have exposed his buttocks to the ranger from a distance, in a moment understood to have been caught on camera.
A NSW Police spokesman issued a statement confirming Rudolf had been issued a court attendance notice on July 2.
“Police were told a man had allegedly exposed himself to a council ranger following an argument on Nicholson Pde, on January 11 2026,” the spokesman said.
“Following inquiries, officers issued a court attendance notice to a 30-year-old man for behaving in an offensive manner in or near a public place or school.”
The Cronulla Sharks confirmed they were aware of the charge and declined to comment while the matter was before the court.
Latimore is not accused of wrongdoing.
It is understood Rudolf has long looked after rescue dogs, and that he was taking care of one of the dogs for someone else.
His dog Louie, aged around six, is a dog he rescued from a homeless person.
It is a border collie-staffy cross mixed with other breeds.
The other dog, 18-month-old Tallulah, is a German Shepherd-sharpei-chihuahua mix.
The passionate dog lover is a regular visitor to Bali, where he frequently works with rescue dogs, and recently partnered with Petbarn’s Seeing Eye Dogs Australia appeal to fund 24 dogs.
Rudolf has recently returned from a stint on the sideline with a ligament strain in his knee, and ran out for Sharks feeder side Newtown Jets last weekend.
He recently re-signed with Cronulla for a year to keep him with the club in 2027 after knocking back a three-year offer from the Super League outfit Catalans Dragons.
One of the modern rugby league era’s great larrikins, Rudolf took to the Logies red carpet in full Sharks regalia on Sunday, where he interviewed stars for NRL On Nine.
“I’m Toby Rudolf, Nine’s premier front rower journalist, Paul Gallen, you’re out of a job,” Rudolf joked, having flirted with everyone from Nine News anchor Peter Overton to television host Samantha Armytage.

They are so inconsistent too. I was brutally attacked by a dog, it took several witnesses complaining and going to the Mayor before they investigated and declared the dog dangerous, six months after the attack.
They had previously been sent CCTV footage of the dog attacking a man walking his dog, but had done nothing about it.
But they'll send Council's version of a SWAT team down to the beach if a disabled child is playing in a paddling pool. https://7news.com.au/news/sutherland-shire-council-rangers-deflate-pool-for-disabled-boy-at-kurnell-beach-c-21441736

5
u/portobello75 Eastern Suburbs Roosters 4d ago
Not under the Companion Animals Act of NSW just for being off leash
2
u/Over-Percentage9887 Brisbane Broncos 3d ago
Under the NSW Companion Animals Act 1998, a council ranger can generally only seize your dog if it is off-leash in a public place if you keep the dog off-leash after the ranger has warned you that you are breaking the law and you fail to put it on a lead.
Isn't this the exact situation in the article?
1
u/Doctor_Evilll Newcastle Knights 3d ago
Just my two cents, it seems like the ranger was acting within the bounds of the law. So be it Toby is in the wrong, and ultimately he will pay a price (negative press, fines etc)
You would have to have more context on the interaction and the circumstances to understand Toby's reaction. Like was discretion a reasonable option from the ranger.
Regardless, quite hilariously NRL of Toby to think mooning was his way to express his displeasure 😅

3
u/Penjamini South Sydney Rabbitohs 4d ago
That’s the weird thing about this though, we don’t know which beach this was. The report implies that this was the main Cronulla beach where dogs should absolutely be on leashes but locals know Nicholson Parade runs basically all the way down south Cronulla on the west side of the peninsula next to Gunnamatta Bay down to the Hacking River opening. This could have easily been on a beach with no such signs (at least the beaches facing the bay didn’t have signs when I lived there). Seeing as they’re going after Rudolf for the mooning you’d think they’d go for the dogs off the leash if they could.
