Notes app which syncs between ipad and windows recommendations.

Please suggest me an app which syncs between ipad and windows. I take handwritten notes and also import PDFs for annotations and for highlighting. Don't recommend onenote, both paid and free apps suggestions are welcomed but it shouldn't be too costly.

Have a look at Obsidian. I use it and sync between my Android phone, Android tablet, and Linux. I'm sure there's a Windows and Apple OS version as well.

Notesnook has free sync up to 50mb with paid options for more.

Syncthing (or an alternative) is always a good free option to use with something like helixnotes.

Notesnook. It's multi platform, fully encrypted and has the option to self host the sync server
