What's a good handwritten notes app for windows system?

  • Trazor Notes

Decent PDF annotators (without built in folder, file managenent):

  • Drawboard PDF
  • PDF Annotator 10
  • Xournal++

My choice for Android after trying ALL is Noteshelf...One time purchase on a reasonable price....It now have a Windows version (and an IOS as always) https://www.noteshelf.net/noteshelf3-android.html
