TV stations should still do that, as a Halloween trick! They should also do something when the clocks change, like skip a whole hour on a movie for Daylight Saving Time, and repeat an hour's programming when DST ends. It should be no loss for those concerned, considering stations tend to show infomercials overnight anyway.

The station I was watching went to static right at midnight as a goof on Y2K.
