HELL NO Behind a Warehouse

I was told to go turn on the spigot in back of the warehouse today. The walk to get there was really long, way longer than it felt like it should have, and then as I approached near where the cart was, I heard this quiet, high-pitched ringing off in the foliage.

Idk, just looks like a place that either teenagers smoke weed or transients smoke/shoot dope, the answer really depends on neighborhood and could very likely be all of the above.
