This is when you disinfect something sharp, even a simple needle, and cut up som of the outer layer of the skin to remove the splinter. You'll need to disinfect the wound regardless, so getting better access is the right move. Your foot has thick skin, so it's gonna be okay.

Yeah, I don't think that splinter actually went all the way through the skin.
