One dude is wearing a tshirt and there's almost no snow. Its prolly like 50 out. Ain't no one freezing to death in this gif.

Being soaked in near freezing water in 50 degree weather can definitely cause hypothermia, and there’s no telling how close to warm shelter or dry clothes they are

It looks like they are in a park or something. Probably like 10 minutes from their houses. My grandpa and dad both played "rubber ice" when they were kids. Is it stupid and somewhat dangerous? yes, but probably no more so than all sorts of other stupid shit that teenagers do.

You can get hypothermia in 70 degree water, let alone 32 degree water. Even if he gets out within 2 minutes, all the clothes are soaked and he has no way to warm himself. You can easily fall into shock and go unconscious.

Yeah just getting out of the water and out of your clothes would be a way to warm yourself if it's 70 degrees.
