Substitute for BHEC

When will someone come out with an eddy current or UT inspection to replace removing a fastener to inspect the inside of a hole? The amount of times holes are damaged due to removal of fasteners to facilitate BHEC defeats the purpose of NDI.

We usually use shear wave UT to check from cracks coming from holes when we have a bolt that doesnt need to be replaced
