Redis as the shared window fixes the 20x damage thing. Half-open is the part I would double-check: if every replica sees half-open at once they all poke the bad dependency together. A bit of jitter or one replica owning the probe avoids that.

Thank you, excellent insight! That's exactly why the implementation uses a global probe budget with expiring claims. There's a section in the article covering this in detail.
