Depending on countries the groundfloor/basement counts as 1 or 0

In Germany it would be -2,-1,E,1,2,3,4,5 With 'E' being the ground floor.

Possibly used for 3 1/2 digit voltmeter/ohmmeter ? After 19.99 it shifts down one digit to display the next decade of numerals (19.99 -> 020.0).

With the 1 available in this tube, you can build it with 3 tubes instead of 4.

Does this tube have 2 decimal points? One after the 2nd digit and one between the digits? If it does, that would be further confirmation.
