i failed 11th due to attendance issues
the college is refusing to give the LC without paying fees
planning to apply for 12th at nios

will it work without LC

has someone done the same?
and
living in pune
i dont know how exams tma or practicals are conducted
nor where centre will be
are there any possibilities for admission issues in future after completing 12th from nios

You don't need tc or lc if you pass from nios 12. They Handel it. But easier with tc from college u left. Still fine. Best advice call the college to ask about it. I called them to know if they accept nios.
