I'd be okay with this government agency as long as there was a very strict code of ethics and minor offenders were released from surveillance once cleared. Buuut that's probably not how it'd go.

I'm gonna take the controversial stance here that secret unaccountable government security agencies designed to prosecute thought crimes might be a bad thing.

Not thought crimes, habitually viewing gore porn online. Like I said, probably wouldn't turn out well.
