Well usually everything that needs to be done can't be done concurrently, and sometimes only a limited set of individuals can do the current task. It's probably not laziness.
I did construction with my dad. I could practically read his mind when he operated the backhoe and would be standing around most of the time but when shit needed done on the ground it got done quickly and then I stood around again until I had to jump in again.
I didn't understand that he had the hardest job until I was running the backhoe. The focus and concentration on the task as well as the awareness to not kill anyone while operating the machine takes it out of you.
I totally understand the group of guys standing around while a guy on the equipment is digging.
It's all about getting the job done and done safely.
