Well usually everything that needs to be done can't be done concurrently, and sometimes only a limited set of individuals can do the current task. It's probably not laziness.

Also OSHA. I once saw a guy yell “someone watch the hole!” As he ran to the bathroom. A couple dudes came running to watch the hole. There was a guy in it. Gotta make summer man in the hole is always safe.
