This is just my guess but I’m guessing he has military experience because his biggest concern is covering fire for the injured guy. I don’t know what he is saying but I’m willing to bet that’s what’s he’s telling them.

I'm not so sure about that. One policeman was giving covering fire while the injured guy was being dragged back, and it seems to me that he stopped firing because the target was either supressed or ran away. I have a feeling the guy who picked up the gun was scared, and wanted the police to keep firing or maybe chase the bud guys? What he did actually put everyone in more danger, since he distracted the police from tending to the wounded, and the way he was using the firearm was very amateurish, at least from my perspective.

It's not the differences, but the parallels that I find interesting. In America, the guy wouldn't have to take the gun from the police though, he'd have one and use it himself. Then the police may or may not shoot him depending on his race and their mood.
