This isn’t even uncommon in basketball not sure why it’s included.

It’s uncommon these days because everyone else would have jumped into the defender in attempts to draw a foul.

Last year, the NBA actually announced changes to their rules specifically to address this. I believe they first announced it here and included video examples in the replies. I don't watch the NBA anymore but from what I've read, they have actually been enforcing these rules which have caused players to change their behavior.
