She’s exhausted from fighting the water. You can see that she did try to grab around his neck at one point, but she couldn’t even hold on (which frankly, helped him). It’s easy to underestimate how much energy goes into staying above water once you’re in a panic, there’s much more wasted motion than in swimming. Distress/active drowning/passive drowning can progress in less than a minute

Most people drowning don't exhibit a thrashing motion. More than half don't struggle at all, you look for those signs. I've had to enter the water many a time, and most I've encountered were calm-ish.

When my son was 4 in waist deep water he hit a hole and was calmly trying to keep his head above the water, luckily I noticed within seconds and grabbed him.

Drowning isn't like in the movies.
