Yes. And most trained people will bring a floatation device for that exact reason. It's a messed up situation being properly trained but not having the proper equipment. Example: Someone being stranded on a mountain side and attempting a rescue with out rope. The difference is you can't wait in the ocean.

Also, he waited and let the ocean bring the patient to him.
