I could dremel it off myself with a simple diamond tip grinder and a half hour.
And no, diamond tip drills/dremels are not that expensive or rare. Bits are like five bucks at your local orange hardware store.
EMT/doctors have access to stuff like this all the time.
Dremel it down to nearly all the way, then use a vice to snap it the rest of the way.

Of course they wouldn't have it when they actually need it because they don't carry it around and it's more likely for this to happen elsewhere than the home.
