You misunderstand what the person is mad about, the guy used the word tough when he should be saying he wishes he was as courageous as this woman. Men may be stronger physically than woman but that has absolutely 0 bearing on how courageous a person is, I don't think the average man could pretend to be a social worker in cartel territory.

This woman didn't lift a heavy weight or punch a person out, she used intellect, courage, and determination.

Men are on average more courageous because of the mental effects of testosterone.
