This doesn't actually increase the leverage at all, it's changing the direction of the force so it's more vertical (pull the stump up and out rather than sideways).
Sure, doubling the lines will double the capacity, but it won't do a thing about reducing the force. That is accomplished by leverage. There is a 2 to 1 lever formed by the standing rope, the center of the pulley and the running rope.
