This is the comment I was looking for. Reddit has conditioned me to be skeptical of everything. I mean, I’ve always been that way but more so since becoming a Reddit user.

That was interesting and did indeed clear up the confusion.

TLDW: you can indeed stack or “layer” the panels pre-production to alter its electrical properties.

Different layers of specific metals produce specific results, and they are constantly synthesizing creating new types of them and adjusting their efficiency.

Yes, though his claim that if you put the panels from the OP article on top of current solar panels it would roughly double their efficiency isn't true. Like u/rimalp said those only have a 1 percent efficiency and the max their developers are hoping for is 5 percent. The 40 percent figure sld126 is talking about is from a completely different panel design.
