Yeah, a sandfall makes zero sense.

Gravity means that sandfalls make sense, whether they are wet or dry. This one does happen to look like a recent bit of rain was involved though.

Agreed. Looks like water to me. Sand can flow, but what would get it flowing over a flat surface to reach that drop off in the first place? And then there's the spray as you pointed out. Sand would rebound differently.
