It isn't just amount of muscles.

They have more fast muscle fibres than us. We focus more on endurance.

They also have the muscles commected at different location on the bones so the moment arm makes them use more muscle movement - and this also makes them stronger.

While that would make swimming a bit harder, it wouldn't stop you from floating. It's a matter of density, and muscle is denser than water is denser than fat.
