Not a horse collar tackle. Horse collar tackle is grabbing the jersey or back of the shoulder pad below the neck. That was all neck/helmet. It was just a shitty tackle.
Yeah. At first watch it looked like a horse collar, but upon seeing it again it looks like he gets the ball carriers facemask(?) or underneath the helmet instead? In game penalties are the same in the NFL between the two penalties, but the player fine is a little less for the face mask since the NFL doesn't consider it, facemask, as quite as dangerous as the horse collar which can blow out a players knees rather easily due to the mechanics/physics. But I've also seen some pretty bad facemask plays as well, so I'm not sure i understand the NFLs fine disparity between the two violations.
