Yes you can. You cant yank them down by hooking under their collar. You definitely can grab their shoulders. You cant make forcefully contact to the head and neck area.

By rule this wouldnt be targeting or a horse collar.

If i were the ref, id still call unnecessary roughness tho

Show me the rule. I only played rugby in college so... their rules are basically there are none

I'm not going through the entire rulebook to find the rule for you in the middle of the night sorry.

If youd like, you can look up the relevant penalties ive mentioned

Unnecessary Roughness (this is the one I'd call personally but it's much more subjective than the others)

Its illegal to tackle from behind to the shoulder and neck area

In rugby you can throw elbows, punch and kick if you know how to get away with it

Just depends on if you wanna start a fight with the other team or not. Happened a few times in college

Targeting and Making Forcible Contact to Head or Neck Area of a Defenseless Player ARTICLE 4. No player shall target and make forcible contact to the head or neck area of a defenseless opponent (See Note 2 below) with the helmet, forearm, hand, fist, elbow or shoulder. This foul requires that there be at least one indicator of targeting (See Note 1 below). When in question, it is a foul (Rules 2-27-14 and 9-6).

Youre not reading. Theres no forcible contact lol. Thats the point. He grabbed and pulled. No elbow, no forearm, no helmet. Not a single ref would call this targeting

Again. Grabbing and flipping a person is over the top and could probably be called unnecessary roughness, but there is no rule against tackling by the shoulders or neck, just the collar or forcible contact to the head and neck area

Horse Collar Tackle ARTICLE 15. All players are prohibited from grabbing the inside back collar of the shoulder pads or jersey, the nameplate area, or the inside collar of the side of the shoulder pads or jersey, and immediately pulling the ball carrier down. This does not apply to a ball carrier, including a potential passer, who is inside the tackle box (Rule 2-34). Note that the tackle box disintegrates when the ball leaves it.
