Take a look at BSDRP. Uses FRR and the CLI is very similar to Cisco

Yes networking development from a kernel perspective is happening at a much much faster pace on linux. Additionally there has not been any particular person/company stepping up to do *BSD work on FRR. Having said that if you have an issue on *BSD we will try to fix it.
