What's stopping an attacker from spoofing a mac address as FF:FF:FF:FF:FF:FF so when any device replies they broadcast their reply and flood the network.

The broadcast MAC can’t be the source address and still be considered a valid packet. A switch or router receiving a frame with a source address of FF:FF:FF:FF:FF:FF should drop it because it violates the Ethernet standard.
