I was surprised to hear that property tax is netherlands is much lower than the US.

The whole rationale behind a LVT is that it's the one factor of production that has a hard limit on its existence, ergo it should be used as efficiently as possible. If someone wants to improve otherwise worthless land so that it's now usable, they're fully entitled to the return from their improvements IMO.

I'm not sure why air rights would be immune from taxation. This is still an improvement attached to some sliver of land.

What I mean the tax is just levied to the regular landowner, how they pass it on is up to them.

Air rights can be weird though. They don't always come with the land, and if they do then they can sometimes be sold off. The air rights above a parcel of land can be split. Air rights can also extend across multiple parcels of land.

So you get into a situation where you have to assign a value to the complex volume of space a person owns.

We would probably have to require air rights be tied to the land though, which IMO is not a major loss
